Which Certificates Are Accepted?
Planning to rent a boat on Rab Island without a skipper? Croatian maritime law requires a valid recognised boating licence aboard any bareboat charter. This guide covers every accepted international certificate, what each permits, and what to do if you don't hold one.

Under the Ordinance on Boats and Yachts (Official Gazette No. 27/05, as amended), at least one person on any chartered vessel in Croatian waters must hold a valid navigational licence. This applies to all motorboats, sailing yachts, and catamarans — regardless of size or engine power above 15 kW (approximately 20 hp).
Croatian port authorities and coastguard actively check documentation, particularly during peak season in July and August. Sailing without the correct licence is a serious offence and can result in the vessel being impounded and fines issued to both the skipper and the charter operator.
The good news: Croatia has bilateral Memoranda of Understanding with a large number of countries, meaning most international boating certificates are directly recognised without needing to take a Croatian exam.
If you hold a valid national or international boating licence from any of the countries listed below, you can rent a bareboat on Rab. The specific conditions — navigation area permitted, maximum vessel size — vary by certificate type and are detailed in the country breakdown below.
VHF Radio Requirement
The Radio Licence: Often Overlooked
When a vessel carries a VHF marine radio, Croatian law requires that the operator also holds a valid radio operator's certificate — typically the SRC (Short Range Certificate). This requirement catches many renters off guard.
Island Escape Croatia specific: Neither of our rental vessels (Aquamax B23-F RIB or Northmaster 685 Open) is fitted with a VHF radio. This means a VHF radio certificate is not required when renting with us. Your navigation licence alone is sufficient for a bareboat charter on Rab.

Below are the most frequently presented licences when renting a boat on Rab, and what each one permits in Croatian waters.
🇬🇧 RYA (Royal Yachting Association) — United Kingdom
The most common certificate among British and international guests. Multiple levels are recognised:
- RYA Powerboat Level 2 and Advanced Powerboat — coastal navigation, vessels up to 30 GT
- RYA Day Skipper (Sail or Power) — Croatian territorial sea, vessels up to 30 GT
- RYA Coastal Skipper (Sail or Power) — international Adriatic, vessels up to 100 GT
- RYA Yachtmaster Offshore / Ocean CoC — unlimited navigation, vessels up to 500 GT
🌍 ICC (International Certificate of Competence)
The ICC is the most universally accepted recreational certificate and is recognised across all Croatian waters. It is issued in the UK by the RYA, and by equivalent authorities in most European countries. The ICC covers motor vessels and/or sailing vessels depending on the endorsements granted at the time of issue.
🇩🇪 Germany — Sportküstenschifferschein / Sportseeschifferschein
- Sportbootführerschein Binnen (inland) — near-coastal, boats only up to 2 nm
- Sportbootführerschein See (coastal) — Croatian territorial sea, vessels up to 30 GT
- Sportküstenschifferschein (SKS) — international Adriatic, vessels up to 100 GT
- Sportseeschifferschein (SSS) — unlimited navigation, vessels up to 500 GT
- Sporthochseeschifferschein (SHS) — unlimited ocean, vessels up to 500 GT
🇦🇹 Austria — Österreichisches Bootsführerpatent
- Motorbootführerschein / Segelbootführerschein — near-coastal, boats only
- Küstenbootführerschein A — Croatian territorial sea, vessels up to 30 GT
- Küstenbootführerschein B — international Adriatic, vessels up to 100 GT
- Hochseepatent — unlimited navigation, vessels up to 500 GT
🇮🇹 Italy — Patente Nautica
- Patente per imbarcazione da diporto – up to 12 nm — Croatian territorial sea, vessels up to 24 m / 30 GT
- Patente per imbarcazione da diporto – no limitation — international Adriatic, vessels up to 24 m / 100 GT
- Patente per imbarcazione da diporto (over 24 m) — unlimited navigation, up to 500 GT
🇭🇷 Croatia — Voditelj Brodice / Ovlašteni Voditelj Brodice
- Voditelj brodice — Croatian territorial sea, motor vessels up to 30 GT
- Ovlašteni voditelj brodice — international Adriatic, vessels up to 30 GT
- Zapovjednik jahte do 500 BT — unlimited navigation, yachts up to 500 GT
